A PhD holder in Lucknow was arrested with 923 forged mark sheets and certificates from 25 universities. He offered degrees for ₹25,000 to ₹4 lakh depending on the university brand. Customers included working professionals seeking promotions and government job applicants who needed qualifications they didn't have.
